I heard it on World Have Your Say, where a correspondent from Kenya was in the streets surrounded by people who had already been partying for hours and hours. I know it's not entirely true, but the way he delivered the news about the holiday, he made it sound more like it was about the fact that everyone was going to be too wrecked from partying to show up for work tomorrow anyway, so he ought to declare a holiday for that reason. :)
